Didn't you get a manual with the modem? Maybe there's some other command
you need to use to dial with. Some modems allow you to save the phone
number then direct the modem to dial the saved number. Maybe that's what
you need to do with this one.
You might also try something like "ATDT,08400..." or try "ATDT 08400..."
