Heh. I asked about this a long time ago... it's kind of surprising when
you first see it.

Apparently, FFS and related filesystems leave a bit of extra space in
the inodes to prevent fragmentation. (If a file gets larger, it won't
have to be split up unless it gets a lot larger). df doesn't consider
this extra space available.

However, IIRC, you can add files in the extra space if you're root.
