Aha! The problem seems to be that I wasn't running atalkd first. I simply did this:

created /usr/pkg/etc/AppleVolumes.system containing "/home/tom" (no quotes).
/usr/pkg/sbin/atalkd
/usr/pkg/sbin/afpd

and now I have an AppleShare server, which I can connect to via AppleTalk. Hooray!

But what I really want is to connect via TCP/IP. No luck yet.
