While it may be bold to object to the author of tcsh... I run tcsh as
root's default (multi-user) shell since '95. Last I looked, our csh(1)
still did not offer command-line editing.

AFAIK, Apple ships tcsh in place of csh as root default shell with MacOS X
Server.
