Look at the top level Makefile, in there do a search for "PAM" and then
comment out the line to disable PAM support.

These are the lines of interest in the make file, comment out the PAMDIR
line as it is below.  Also there is asun2.1.4-35 which I've built on
NetBSD 1.4.1 w/o problems

# Location of PAM support library and include files. Uncomment this if
# you want to enable PAM support.
#PAMDIR=/usr

You might also want to comment out or not the TCPWRAP line above it if you
have TCP Wrappers setup.
