You posted to a NetBSD list (@netbsd.org).  NetBSD uses ipfilter.
ipchains is some weird Linux thing.

check out /usr/share/examples/ipf, and read the man pages ipf(8), ipf(5),
ipnat(8), and ipnat(5).  A quick web search turns up more useful
documentation, including a ``HOWTO'' of 100kB or so, here:

If you need more help from the list, we'll do a lot better if we can see:
 o what version of NetBSD you're using and where you got it from
 o what, exactly, you want to happen that isn't happening
 o snippets of the actual config files that you're using (ex.
   /etc/ipf.conf, /etc/ipnat.conf), _not_ hand-waving referrals to their
   contents in paragraph form
 o copies of any error messages you're getting
