... and was never fed back to the maintainers, I suppose. I ran into the
very same roadblock. After figuring out what was going on for myself, I
found the patch in the XEmacs 20.4 package.

Last I looked (2-3 weeks ago), the latest NetBSD package still was 20.4.
XEmacs 21.4 has a package system for elisp modules which is great for small
machines.
