NONONONO...
You use CPIN from the installer's miniroot to get the .tgz files in. The
_ONLY_ files that you should ever use direct "install" for in the installer
are the following:

The kernel, of the form netbsd.{GENERIC|MRG}(SBC)-#.tar.gz
(Sorry, that's kinda sorta pseudo regexp)

base.tgz
comp.tgz
etc.tgz
games.tgz
man.tgz
misc.tgz
secr.tgz
text.tgz

and possibly the X stuff
xbase.tgz
xserver.tgz (OSFA or similar)
xfonts.tgz

Everything beyond those CANNOT be "installed" with the installer, but must
rather be copied to the netbsd partition ands dealt with there.

The pico, pine, and other packages should be installed using the pkgsrc
utilities under NetBSD. Check out
