According to the FAQ Question 5.2

there's an adduser perl script available at 

ftp://ftp.uni-regensburg.de:/pub/NetBSD-Amiga/contrib/adduser-1.2.tar.gz 
or  ftp://ftp.netbsd.org/pub/NetBSD-Amiga/contrib/adduser-1.2.tar.gz 

Unfortunately, both of these fail with the error
550 pub/NetBSD-Amiga/contrib: No such file or directory.
when I try to fetch them. Any idea where it went?
