"Up" means the disk is spinning.  The spindle motor uses a lot of the power
in a disk so stopping it while not in use is a "good thing" for laptops.
The bad things happen if it won't start when it's supposed to.  As someone
noted there are jumper options for this sort of thing.

Signature failed Preliminary Design Review.
Feasibility of a new signature is currently being evaluated.
