That message means that NetBSD doesn't understand your partition table at
all. With most formatters, adding, deleting, and resizing partitions can
lead to a slightly mangled partition table. It might work better if you
low-level format that drive and start fresh. Lay down your partitions in
one shot, then use Mkfs to change the types to Root&User and swap, and
make the filesystem, and then install.
