Hm. XEmacs 20.4 without Mule has configured and built out of the box for me
on a IIci running 1.3.2 and on a Q700 running 1.3D or G or somesuch. No
tweaks necessary, no --jump-through-hoops. I haven't even bothered looking
at the NetBSD package.

Invoking it with gnuclient is advisable though, preferably with the
editclient.sh script that is said to come with 20.4. A vanilla XEmacs takes
several minutes to come up on a 030 box.
