Just to let you all know:

The problem was not with the DNS lookups but the reverse lookups - the name
server had not been setup to use the correct reverse lookup file. inetd
seems to require a reverse lookup before it will accept the connection.
Apache does not do reverse lookups as refault and just spits out pages as
fast as it can.
