Put this in your /etc/hosts.allow file:

telnetd    : ALL except PARANOID   : banners /usr/local/libdata/banners

Then put your message in /usr/local/libdata/banners/telnetd.

I think that's all you need.

There is a Makefile that comes with the independent distribution of
tcpwrappers that may be needed to banner some of the daemons.  There is a
program (tcpdcheck?  there should be a cross reference from man
hosts.allow) to check the operation of the configuration which I found
essential.

I forget the details and wish to publicly disavow any detailed knowledge
since I am legally required to install those banners.

Signature failed Preliminary Design Review.
Feasibility of a new signature is currently being evaluated.
