Er, sorry but there aren't just 24 time zones.  Nepal and Iceland both
run time at a `15 minutes from the GMT hour' timezone, India and
several other countries (together maybe 20% of the world population)
run on the half-hour.

And daylight saving has different start and finish dates most years in
N America and Europe.

Just my ten cent's worth.
