Have you tried pkg_add'ing directly via ftp, that way you don't need to
download the 13MB file to your disk first?  Delete the package from your
disk, then...

"pkg_add ftp://ftp.netbsd.org/pub/NetBSD/1.3/m68k/All/xemacs-20.3"

I'd check that url, I did it from memory.
