The Mac power switch requires power from the battery.  It is possible for 
battery to be low enough that clock still works but power-on fails.  
Another possibility COULD be that an external SCSI hard disk is feeding 
power INTO the Mac via the SCSI chip which interferes with the power-on 
circuitry.  I would suggest: 1)  find out if it works without external 
SCSI (and if it still fails)  2)  Change the battery.
