You need to do it under MacOS (If NetBSD could handle the video modes,
then we wouldn't need you to boot in a certain mode :-) .

Either go to the Monitors CP and choose 2-color mode, or use the latest
version of the booter, 1.11.1 I think. It has an option to automatically
change the monitor setting before booting (leaving the MacOS defaults
alone!).
