Since it's more of a hassle to upgrade /etc (you have to make sure you
don't nuke any local changes you've made), I don't upgrade it every time I
upgrade my binaries, but I do upgrade every once in a while (every month
or so, maybe). There's generally nothing wrong with running with an older
/etc, but sometimes there are bugfixes and stuff that are nice to have.
(There was some potential security bug in /etc/daily a while back, I
think, where someone could use it to delete any file on your system).

So, my opinion is... if you don't feel like upgrading /etc, and
everything's working for you, wait until 1.3 comes out and upgrade then.
However, if you're having trouble with stuff in /etc, make sure you have
the latest versions :)
