I'm assuming you mean 1.3_ALPHA, not 1.3A (since 1.3A isn't out yet... it
comes after 1.3)... You shouldn't need a special X server just for the AV
macs; when NetBSD boots, make sure you should see the following lines in
the boot messages: 

intvid0 at obio0: Internal Video
intvid0: 1024 x 768, monochrome
grf0 at intvid0
ite0 at grf0 (minimal console)

(the resolution and color depth might be different on your machine).
Also, make sure you're running in monochrome mode (you'll need to do that
from the MacOS side, using the Monitors control panel or whatever. Recent
booters have an option to switch to monochrome mode before booting). Color
X isn't supported on internal video yet.

And finally, make sure you have grf* devices in /dev. You'll definitely
need /dev/grf0, and I think due to a bug(?) in the X server, you'll need
/dev/grf1 too (you need one more grf device than you actually have
configured in your kernel). If you're missing them,
  cd /dev
  sh MAKEDEV grf0 grf1

What error messages are you getting when you try to startx? 
And also, while really ancient X servers have worked fine for me, the
latest X stuff is at ftp://ftp.netbsd.org/pub/NetBSD/arch/mac68k/X11/
