Putting this note together with what Bill S. said I would speculate that
the error is a startup transient with the cable modem.  If the cable modem
works OK and the error does not recurr then I wouldn't worry about it.

Signature failed Preliminary Design Review.
Feasibility of a new signature is currently being evaluated.
