"Kind of."  If you're running -current, it's suggested that you read the
current-users mailing list since a lot of things are discussed there.

Another option is to read the src/doc/CHANGES file (if I've got the name
right).  I think it's in:

	ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-current/src/doc/CHANGES

(or something like that)
