The MacTCP "hosts" file uses DNS master file format, and is limited to 50
entries. This is documented in the stock Hosts file put into the System
Folder by the standard MacTCP install.

foo	IN	A	10.0.0.1
bar	IN	A	10.0.0.2
baz	IN	A	10.0.0.3

It's almost always better to

1. Use DNS.
2. Use OpenTransport 1.1.2 (latest version out that I know of).
