Soon after I wrote that, I found a perfect xmodmap via an Alta Vista
search -- for Swedish, no less. It was made for a McLinux machine but
it appears to work flawlessly here. The file is tidy enough to use as
a base for other languages, too -- the Swedish peculiarities are
mainly in shifted numbers and punctuation, and having national
accented glyphs near the Enter key. 
  Here's where I found it:

I suspect you'd have to tweak it a lot for a non-Extended keyboard but
I'm sure someone will let us know about that soon enough.

I'll upload my xev (since people seem to be asking about that every
now and then) and this hijacked xmodmap file to ftp.macbsd.com. 
(I'll notify the xmodmap author as well -- he might have objections
but I'd imagine he won't.)
