What do you mean by format?  Prepare a disk for a file system? On the Mac 
that's done with Apple HD Setup or any 3rd party disk formatter.  If you 
mean prepare a disk partition to be a BSD filesystem.  That's done with 
the "newfs" command under BSD or with the Mkfs utility under MacOS.
