In order to be allowed to monkey with the system clock tickadj and xntpd
must be run as root.

I thought NetBSD had some modifications to the kernel clock routines to
improve support for ntp.  Enabling them *may* require a kernel option.  Try
asking for help over on the main list (whatever it's called,
current-users?).

Signature failed Preliminary Design Review.
Feasibility of a new signature is currently being evaluated.
