xpm.h is part of the XPM library distribution, which is user contributed
and not part of the standard X distribution. You can find it on
ftp.x.org or one of its mirror sites in the /pub/contrib/libraries directory.

P.S. You might be able to find pre-compiled versions of the shared lib
in the NetBSD-Amiga archives.
