All System versions prior to 7.1 were free. 7.0/7.0.1 is available from
<ftp://ftp.apple.com/Apple.Support.Area/Apple.Software.Updates/US/Macintosh
/System/Older_System/System_7.0.x/> or any other Apple Software Updates mirror.
