As indicated before, turn on debugging for pppd and for chat.  You need to
modify your /etc/syslogd.conf so that the debug messages go somewhere (add
daemon.* for pppd and local2.* for chat).  Until you've done that, there's
no way we're going to be able to help you debug "why my modem doesn't
connect" problems.
