That means you have a domestic /usr/bin/telnet, but an exportable 
/usr/lib/libtelnet.so.*

I just checked the secr distribution on ftp.netbsd.org (in 
/pub/NetBSD/arch/mac68k/current-970214/security), and it's missing 
libtelnet.so.1.0! Let me know if you want me to email you a copy or 
something...

It looks like the libtelnet stuff needs to be added to the
distrib/sets/lists/secr/md.mac68k file... Scott? :)
