My personal guidelines go like this:
If you can reproduce it, send-pr it.
If you can't, but it happens enough that you think someone else has seen
it, post first, and send-pr if you get some confirmation (and the issue
isn't addressed).

You can use send-pr to file an enhancement request, as well.
Alternatively, you can send the changes to the port maintainer, if it's
port-specific code.
