If you're running a GENERIC kernel, the problem is that you don't have 
the NFSSERVER option turned on in the kernel.  You can either use one of 
Steve Allen's recent NFS kernels or compile your own with the line

options 		NFSSERVER

added to it (at least that's what I think the option is).
