GMT bias _should_ reflect the correct number of minutes from GMT.
However, I think that different versions of MacOS handle this
differently--at least to some extent. I remember that I had to adjust
the GMT bias in the A/UX booter when we switched between daylight and
standard time.

I think you're seeing the effect of DST, here. it'll probably be back
to normal after we 'fall back' in a few months to EST (instead of EDT).
I don't know why +120 is causing such bizarre problems, though. Has
anyone used positive offsets successfully, yet?
