Are you logged in as root?  syslog will send some messages to root no
matter which terminal that they're logged into.  Granted, if that were
the problem, it would probably get the polarity of the text correct.
My guess is that the TIOCCONS ioctl() is failing on your system--perhaps
because of permissions.  You could try running ktrace on it, or
recompiling with some debugging code in place.
