If you're using a generic kernel, setconf is used to configure the root
devices -- see swapgeneric.c, which you'll only get with 'options
GENERIC' in your config file.

I forgot to mention before that you will need to reconfigure after
supping these latest changes...  You might also want to rebuild
dependencies.
