The Lacie Silverlining Utilities will.  I used them to make my MacOS
partition smaller so that I could make a new larger MacBSD partition. 
I did have to defragment my disk first (also with the Silverlining
stuff)

I don't recall reading anyware in the docs I got about this capability,
I just reduced the size of the partition and it let me...
