Yes.  It can.  I have the ][e card, and would be using it right now if I 
hadn't formatted over all my ][e partitions...  :(

][e cards are supposed to handle 19200, if you can believe it.  I'll look 
into it further, if necessary.  I've made myself a simple basic terminal 
program so I could SLIP into my University's modem pool.  It was fun! :)
