I should hope so.  I don't know for sure, though, as I haven't tried
running in 4MB recently--make sure you have plenty of swap space and
plenty of time...  My 5MB IIsi starts swapping when I do much of
anything.  If you can compile anything, you should be able to compile
the kernel (assuming enough swap space (>20MB?  I don't know off-hand)).
