I just made fpspnull.s standard for config.new users as a hack to allow
config.new ports that support 040's to compile without fpsp support.
THe content of fpspnull.s is mostly empty (need a symbol) if FPSP is
defined.  If someone holds the real solution with regards to config.new
please speak up.
