I have three xen vms (across two companies) at panix.com and I know a 
couple of of other people who use them also. They provide netbsd-4 among 
other OSs, ssh access to the console (so you can work in single user if 
needed), and have been offering netbsd-5 beta as an option since november. 
They start at $20/month.

Needless to say, I'm very happy with them :)
