Sure, and there are other cases where this won't work (like, dropping an
install kernel in / on an existing install - you need the install module
to upgrade the boot loader to a version which will be able to load the
install module ...)
We may have to add back i386/amd64 INSTALL kernels on the netbsd-5 branch.
