Thank you for your analys, I use:

[root@mandos:/usr/src] cp etc/MAKEDEV ../obj/etc/
[root@mandos:/usr/src] ./build.sh  -O ../obj -T ../tools -U -u distribution

and then the script finish its work. I don't if this method is very clean but it seems to be ok.

Here, it's creating MAKEDEV in the source directory, not in the
obj directory.  I don't know why.

cd /usr/src/../obj/etc && /usr/src/../tools/bin/i386--netbsdelf-install -U -M /usr/src/../obj/destdir.i386/METALOG -D /usr/src/../obj/destdir.i386 -h sha1 -N /usr/src/etc -c -p -r -T etc_pkg -o root -g wheel -m 555 MAKEDEV /usr/src/../obj/destdir.i386/dev
i386--netbsdelf-install: MAKEDEV: stat: No such file or directory

Here, it's trying to install MAKEDEV from the obj directory, but that
file doesn't exist.
