The default value is the value as configured by the firmware at power-on 
time. Eg, if you boot the laptop with the AC adapter unplugged, the 
firmware may configure the state to "low", and when plugged in, "high". 
This is the behaviour I saw on an older Sony VAIO laptop.

Does this make any sense?
