Yes, and harmless. ::1 (abbreviated textual representation of
0000:0000:0000:0000:0000:0000:0000:0000) is the IPv6 equivalent
of 127.0.0.1.

I suggest to put entries for ::1 and 127.0.0.1 into /etc/hosts

::1		localhost
127.0.0.1	localhost

and to make sure that /etc/nsswitch.conf has

hosts: files dns

(You didn't show nsswitch.conf and hosts to us... if they're ok,
 somebody has to think some more.)
