I'm sure Plan9 does this.

Generating the bootdisks would be pretty easy if network drivers
could be compiled as LKMs. I'm not sure whether Plan9 has them
compiled in kernel or as separate proceses, but second option looks
closer to be true as it's a microkernel OS.
