It ought to be there.. They live in base.tgz, eg:

ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.6.2/i386/binary/sets/base.tgz

(19435332 bytes) however, if you just want boot disks, just grab

ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.6.2/i386/installation/floppy/bootlap1.fs
ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.6.2/i386/installation/floppy/bootlap2.fs

(only 1474560 + 983040 bytes - they also contain /usr/mdec)
