I don't really know what I'm talking about, but if the NIC will not
attach to the PCI bus, then how can you write the SEEPROM over the PCI
bus?  I think if there is no attachment in the dmesg, not only this
code cannot work, but it won't even get executed.

Maybe there is a way to force PCI attachment of a bogus device.  

If that is not possible the only alternative may be to clip the
SEEPROM onto some other i2c bus game-console-mod-chip style.  I guess
you'd need a good friend, a good patient friend, who will come to your
house, to do that.
