If ACPI does powersaving speed control, it will (most likely) use EST.

For overheat protection throttling, Pentium M (and other modern Intel
processors) has a built-in thermal monitor, which will slow down the
processor below the EST target frequency if it gets overheated. That
is, EST is designed for powersaving and to work together with the
thermal monitor, which will do the overheat protection.
