Floppies can also have an on-disk label, but the kernel will automatically
configure an in-kernel one if it does not exist, based on bios parameters.
Usually, to format a disk with newfs, you have to pass it a disklabel
(-T floppy), which reads that disklabel from /etc/disktab without writing
it to the media.
