Hi,

"Targa" is brand name from Actebis, an Austrian (or German?) company. The Actebis holding is  a 
100% "Otto Versand" Company, they bought "Peacock" in 1999 and have representatives in 13 
European countries. They are distibutors, I had only very positive experiences with Actebis and 
Peacock, their service is pretty well (have parts for pretty old notebooks - the same notebooks 
were sold by Siemens, but Siemens would not sell parts after some years) but only available to 
their dealer network, not to endusers.

You might try to get information from one of their dealers, or their Targa website 
("http://www.targa.de") allthough it looks to be usable with IE only. Their Visionary 1600 WW 
Notebook uses a Via Chipset.
